skyrim courier won't give letter

Hey, I got a letter to go talk to the Falkreath Jarl, but the letter is for winstad manor? Skyrim's courier is an industrious young lad who can be seen all over the province, yet doesn't seem to have anywhere to live and/or work. I dont know why but courier from dark brotherhood (we know letter) never comes. Every few days in Skyrim a Courier walks up to me and says his line "Got a letter for you..".
